Job Title: Executive Director

Type of Contract: Fixed-term of two years starting 1 January 2021 (renewable for one term)

Duties and Responsibilities
Under the overall guidance of the Assembly of the Asian Forest Cooperation Organization (AFoCO), the Executive Director will be the head of the Secretariat with the following duties and responsibilities:

  1. responsible for coordinating the work of the Secretariat with all the Parties;
  2. responsible for the preparation, review, and submission of the proposed work plan and budget which require approval by the Assembly;
  3. responsible for the preparation, review, and submission of a draft annual report on the implementation of activities undertaken pursuant to the Agreement, together with an audited financial statement to the Assembly;
  4. responsible for reporting on the overall implementation of AFoCO’s activities and bringing to the Assembly’s attention any matter which he or she determines might impact upon the fulfillment of AFoCO’s objectives;
  5. responsible for the management and implementation of programs as approved by the Assembly;
  6. responsible for concluding appropriate arrangements and other agreements with other international or national organizations and entities on behalf of AFoCO;
  7. accountable to the Assembly for the financial management of the Secretariat;
  8. responsible for recruiting Staff Members and Non-Staff Personnel in conformity with the requirements of AFoCO;
  9. responsible for preparing and executing proper guidelines for the delegation of authority to Staff Members;
  10. designated as the Depositary of instruments of ratification, acceptance or approval of, or accession to the Agreement through the delegation of the Government of the Republic of Korea in accordance with Article 18 of the Agreement;
  11. authorized to take on obligations on behalf of AFoCO upon approval by the Assembly;
  12. authorized to manage the external affairs of AFoCO;
  13. responsible for ensuring Staff Member observance of AFoCO’s rules and regulations; and
  14. responsible for the achievement of AFoCO’s mission and objectives.

Required Qualifications

  1. Advanced university degree (Master’s or Doctorate);
  2. At least 15 years of work experience with a proven track record and executive-level exposure in managing programs, staff and finances, in matters relevant to forestry, natural resource management, and environment field with proven experience in strategic planning;
  3. Excellent command of English, written and spoken.
  4. High-level ability to communicate effectively and persuasively, both orally and in writing;
  5. Understanding of the duties and job description as the head of the Secretariat

Desired Qualifications

  1. Strong global professional network;
  2. A solid understanding of international and regional forestry issues, and knowledge of and commitment to promoting regional forest cooperation;
  3. High-level ability to lead and motivate staff members in a dynamic, multi-cultural and demanding work environment;
  4. Demonstrated ability to interact with government officials, public and private sectors, and other stakeholders;
  5. Excellent interpersonal skills to take initiatives and maintain sound working relationships with individuals of different nationalities and cultural backgrounds;
  6. Strong strategic planning and business management skills
  7. Good knowledge of the Asian region and its culture; and
  8. Work experience in government agencies or intergovernmental organizations.

A candidate should be a national of a Party to the AFoCO Agreement.

Salary and benefits
Salary is equivalent to that of an Assistant Secretary-General on the United Nations scale. There are other applicable benefits in accordance with the Staff Regulation of the Secretariat.

Schedule of Deliberation and Interview
25 July-24 August: Application period
24-25 August: Review of qualification and completeness of documents by the Secretariat
26 August- 3 September: Preliminary assessment by the Committee members
4-18 September: Advance review by the Committee members
21-25 September: Deliberation by the Executive Director Selection Committee, Skype/video conference interview (optional)

The schedule for the interview is tentatively set between 21 and 25 September 2020. The interviewee/candidates will be notified of the interview schedule upon the decision of the Executive Director Selection Committee meeting one day before the interview date.
