Nationwide reforestation and rehabilitation of degraded forests in the ROK were carried out through the 1st (1973-1978) and 2nd (1979-1987) National Forest Plans. The ROK case demonstrates that successful forest transition can be carried out in a relatively short period of time by a central authority, even with low levels of economic development.
