The Thirteenth Session of the Assembly of the Asian Forest Cooperation Organization (AFoCO) was held in Seoul, Republic of Korea on 30-31 October 2025. The Assembly was attended by Bhutan, Brunei Darussalam, Cambodia, Indonesia, Kazakhstan, Kyrgyz Republic, Lao PDR, Mongolia, Myanmar, Philippines, Republic of Korea (ROK), Tajikistan, Thailand, Timor-Leste, and Viet Nam as Parties, Singapore as an Observer, and the Secretariat.
Decisions

Decision 61-XIII-25R Approval of New Projects
The Assembly of the Asian Forest Cooperation Organization (AFoCO),
Having considered the appraisal and recommendations of the respective Project Appraisal Panel (PAP); and
Taking note of the summary of project proposals as contained in document A-25-13-10 Annex-1,
Decides to:
- Approve the project proposals as below, subject to the compliance with any remaining concerns as per comments and recommendations during project appraisal; and
- Task the Secretariat to facilitate the necessary follow-up actions for project inception in accordance with Project Manual of AFoCO, including funds mobilization, in due course.

Decision 62-XIII-25R Establishment of Legal Vehicle
The Assembly of the Asian Forest Cooperation Organization (AFoCO),
Recognizing AFoCO’s commitment to achieving the goals outlined in the Climate Action Plan 2025–2034 through sustainable forest management and climate resilience;
Acknowledging the critical strategic necessity to establish innovative resource mobilization mechanisms, including the leveraging of private capital and public-private partnerships via blended financing, to support the development of investable, country-led projects; and
Taking note of the review of legal and institutional arrangement for blended finance as provided in A-25-13-19 Annex-1,
Decides to:
- Approve the establishment of an appropriate legal vehicle to enable the full implementation of blended finance;
- Task the Secretariat to proceed with the necessary legal and institutional groundwork to finalize the structure and operational design of the blended finance legal vehicle in compliance with the existing regulations and policies of AFoCO; and
- Further task the Secretariat to develop and initiate a detailed implementation plan in 2026 for the full operationalization of the legal vehicle, ensuring transparency, robust institutional oversight, and alignment with Member-driven development goals.

Decision 63-XIII-25R Amendment to the Staff Regulations
The Assembly of the Asian Forest Cooperation Organization (AFoCO),
Recalling the Staff Regulations adopted at the First Session of the Assembly;
Further Recalling Decision 19-II-19S, Decision 36-IV-20R, and Decision 57-XI-24R regarding the amendment of the Staff Regulations at the Assembly; and
Noting on the need to address compensation adjustment, alignment of policies in the Host Country, and regulatory update in consideration of addition to the number of Parties;
Decides to:
- Amend the Staff Regulations as contained in A-25-13-22 Annex 1 to be effective on 1 January 2026; and
- Task the Secretariat to develop specific guidelines, as needed, to support the amendments to the Staff Regulations.

Decision 64-XIII-25R Amendment to the Financial Regulations
The Assembly of the Asian Forest Cooperation Organization (AFoCO),
Recalling the Financial Regulations adopted at the First Session of the Assembly;
Further Recalling Decision 19-II-19S and Decision 37-IV-20R regarding the amendment of the Financial Regulations at the Assembly; and
Noting on the need to address funding stability, partner alignment, and policy compliance;
Decides to:
- Amend the Financial Regulations as contained in A-25-13-23 Annex-1 to be effective on 1 January 2026; and
- Task the Secretariat to develop specific guidelines, as needed, to support the amendments to the Financial Regulations.

Decision 65-XIII-25R Internal Control Policy
The Assembly of the Asian Forest Cooperation Organization (AFoCO),
Recognizing the fundamental importance of strong governance and organizational integrity as the foundation for achieving AFoCO’s goals; and
Ensuring strict adherence to international best practices, specifically the requirements of the international fund and facilities, while effectively safeguarding organizational assets from loss, misuse, or mismanagement,
Decides to:
- Revise the Internal Control Policy as contained in document A-25-13-24 in accordance with the comments and recommendations from the Parties;
- Adopt the revised Internal Control Policy as contained in document A-25-13-24 Annex-1-Rev; and
- Task the Secretariat to facilitate the necessary follow-up actions, including amendment /update of related regulations and guidelines.

Decision 66-XIII-25R Policy on Prohibited Acts
The Assembly of the Asian Forest Cooperation Organization (AFoCO),
Recognizing the necessity of upholding the highest standards of integrity, ethical behavior, and responsible resource utilization across all AFoCO operations and interactions;
Ensuring a strict zero-tolerance stance toward all forms of prohibited acts, including, but not limited to, corruption, conflict of interest, harassment, and the misuse of resources or funds, as essential for the Organization’s credibility and effective functioning, and
Promoting establishment of clear principles, guidelines, and mechanisms for the prevention, identification, reporting, and resolution of prohibited acts by all stakeholders,
Decides to:
- Revise the Policy on Prohibited Acts as contained in document A-25-13-25 in accordance with the comments and recommendations from the Parties;
- Adopt the revised Policy on Prohibited Acts as contained in document A-25-13-25 Annex-1-Rev; and
- Task the Secretariat to facilitate the necessary follow-up actions, including the active promotion of awareness of all stakeholders and amendment or update of related regulations and operational guidelines.

Decision 67-XIII-25R Comprehensive Procurement Policy
The Assembly of the Asian Forest Cooperation Organization (AFoCO),
Recognizing the necessity of establishing a consistent and robust framework for all procurement and selection decisions to ensure the prudent use of resources, achieve value for money, and guarantee effective and broad competition; and
Ensuring the integrity and transparency of the procurement process, thereby reinforcing AFoCO’s credibility as a trusted institution for international partners, including international funds and facilities,
Decides to:
- Revise the Comprehensive Procurement Policy as contained in document A-25-13-26 in accordance with the comments and recommendations from the Parties;
- Adopt the revised Comprehensive Procurement Policy as contained in document A-25-13-26 Annex-1-Rev; and
- Task the Secretariat to facilitate the necessary follow-up actions, including the amendment or update of related regulations and operational guidelines.

Decision 68-XIII-25R Risk Management Policy
The Assembly of the Asian Forest Cooperation Organization (AFoCO),
Recognizing the imperative to integrate risk management into strategic planning, decision-making, and resource allocation to safeguard the long-term sustainability and credibility of the Organization; and
Ensuring a coordinated approach that strengthens AFoCO’s capacity to anticipate, respond to, and recover from operational and financial risks, thereby protecting the rights and interests of all stakeholders,
Decides to:
- Revise the Risk Management Policy as contained in document A-25-13-27 in accordance with the comments and recommendations from the Parties;
- Adopt the revised Risk Management Policy as contained in document A-25-13-27 Annex-1-Rev; and
- Task the Secretariat to facilitate the necessary follow-up actions, including the amendment or update of related regulations and operational guidelines.
