The Philippines’ Forest Carbon Governance and Voluntary Carbon Market Framework represents a strategic policy shift toward integrating sustainable forest management with climate finance and carbon markets. Through DAO No. 2026-02 and DAO No. 2026-05, the government establishes a comprehensive framework for forest carbon governance, including policy reform, carbon accounting, Measurement, Reporting and Verification (MRV), and project registration. The framework strengthens environmental integrity, safeguards community rights, and enhances institutional capacity, positioning the Philippines to participate credibly in voluntary carbon markets while supporting national climate and sustainable development commitments.
